2006 Nissan Altima Key Fob Not Working

My daughter s 1999 nissan altima did not pass inspection because the horn does not work yet it does chirp when using the key fob to lock unlock the doors.

I searched the webs in and out for few weeks now. I am not able to unlock the car or pop the trunk. I recommend you try reprogramming the key fob. Any ideas of what could be wrong.

I read briefly somewhere that there are fuses associated with that mechanical piece.
